There is an urgent need to enhance cash transfers to the marginalised and affected households in view of COVID-19 – initial budget allocation should not be a constraint to this end. Higher coverage and budgetary allocation are required for SSNPs in the form of cash transfer.
The Government of Bangladesh (GoB) had taken several support measures to be delivered by the local authorities (LAs), targeted for the poor and the vulnerable sections of the population, to tackle the situation originating from the COVID-19 pandemic. There is a lack of disaggregated national-level database which is required for effective distribution of these supports.

The COVID-19 pandemic and its impacts are still unfolding. There is a heightened need to monitor the impacts of attendant developments on the labour market scenario on a continuous basis. To sustainably enhance decent job opportunities, the private sector will need to play a more decisive role. For this to happen, investment in infrastructure, strengthening of labour market institutions, emphasis on skill development and reforms in doing business will be called for to attract private investment from both domestic and foreign sources.
The motivation driving the project activities is to strengthen Sustainable Development Goals (SDGs) localisation in the Bangladesh context. Stimulus packages in Bangladesh had only limited employment impact. The share of total employment that could be reached through current state of implementation is around 8% which would have reached to 12% if fully implemented. Meanwhile, the total amount of Bangladesh’s stimulus packages was lower than neighbouring countries.
Social safety net programmes (SSNPs) are key enablers to attain basically all the SDGs at the country level. Increased collaborative effort and coordination amongst the grassroots, government representatives and government officials are essential to ensure the efficient delivery of the SSNPs. Alterations in the local-level power dynamics via increasing citizen’s engagement are particularly relevant to this end.
Enhancing accountability and widened space for citizen’s participation in the delivery process of the public services are vital to realise the Sustainable Development Goals (SDGs) in Bangladesh.
The number of people over 60 years of age in Bangladesh is projected to rise from about 12.6 million (8% of total population) in 2017 to 20.7 million (11% of total population) by 2031 and 42.3 million people (20% of total population) by 2051.
